Community Hospitals and Primary Health Care

The Community Hospital and Primary Health Care division provides provincial leadership, management and policy/program development for community hospitals, primary health care (including five primary health care networks), chronic disease prevention and management, mental health (community and acute care), addiction services, public health and provincial dental health.  As well, there are various special projects such as enhanced addictions services (Drug Treatment Funding Program).

Administratively, the Executive Director of Community Hospitals and Primary Health Care is responsible for this division and is a member of the Executive Leadership Team. 


Programs and Services:
Community Hospitals are responsible for the delivery of a variety of acute medical hospital services which include short-term acute care, outpatient, convalescent/rehabilitative and palliative care.  Western Hospital and Kings County Memorial Hospital provide emergency services.  Community hospitals also provide appropriate diagnostic andn therapeutic services, and deliver primary health care services to local populations.


Primary Health Care - Health centres were first established in PEI in 2002/2003 as part of Primary Health Care Redesign, to incorporate an interdisciplinary collaborative style of practice.  Health centres bring together Physicians, Nurse Practitioners, Registered Nurses and other health care providers with shared responsibility for patient care to the level of their expertise and qualifications.  Health centres provide a defined set of services with an emphasis on diagnosis and treatment, health promotion, illness prevention, and chronic disease management.  Health centres are now organized under five Primary Health Care Networks:

  • West Prince
  • East Prince
  • Queens West
  • Queens East
  • Kings

Chronic Disease Prevention and Management section provides provincial leadership, management and policy/program development for:


Mental Health and Addictions includes acute mental health, community mental health, and addiction services.

  • Addiction Services program provide assessment, counseling, inpatient and outpatient detoxification, inpatient and out-patient rehabilitation, early intervention programs, aftercare, public education, family support, and adolescent programsAddiction services develops policies, standards, programs, coordination and public awareness on addiction issues.
  • Acute Mental Health services are located:
    - Queen Elizabeth Hospital Unit 9
    - Prince County Hospital Inpatient Mental Health Unit
    - Hillsborough Hospital
  • Community Mental Health includes a range of programs that offer assessment, consultation, treatment, crisis intervention, medication administration and monitoring, and outreach.
